The production region of D.O.Ca. Rioja is located in Las regiones de las comunidades autónomas de La Rioja y el País Vasco mayoritariamente, y en menor medida de Navarra y Castilla y León. Por la diversidad orográfica y climática se distinguen tres subzonas de producción: Rioja Alta (76 términos municipales en la comunidad autónoma de La Rioja y 1, Miranda de Ebro, en la provincia de Burgos, Castilla y León), Rioja Baja (42 términos municipales en la comunidad autónoma de La Rioja y 8 en Navarra) y Rioja Alavesa (15 términos municipales en la provincia de Álava, País Vasco).
